NOTICE
Sri.
R. Balasubramanian, a retired Government servant who represents
the Kottekkad Karunalayam Charitable Trust at Palakkad has
lodged a complaint before the Commission on 26-5-2005 at its
Palakkad Camp Sitting.
Petitioner
highlights that due to erosion of values in the day to day
life in society, the criminal activities are on the increase.
The objective of this petition is inter-alia to make efforts
for reinstating the moral values in life, the significance
of which is unknown to the present day generation. Education
is the means by which these ends are to be attained. But unfortunately,
today's education and Educational Institutions have become
commercial establishment with vested interests running only
for making profits. According to the petitioner, the burning
issue in today's society includes the problems that the aged
people are facing. They remain neglected and not looked after.
They are depressed, disappointed and isolated and are destitute.
I
have considered the complaint of the petitioner in detail.
Of course, the over-crowding of destitute in villages and
towns is one of the major problems which may also be due to
erosion of the moral values in families and in societies.
There should be an effective and viable measure to ease the
hardships of destitute by rehabilitating them properly by
the State; social organizations can also venture to take steps
in this behalf.
A
home may be set up in each Panchayat and Municipal areas to
provide accommodation etc. to all destitute of that area with
co-operation of all sections in the society under the strict
control and supervision of the State Government. The task
of locating deserved may be entrusted to the local bodies
and social organizations. The local bodies should themselves
raise required funds to maintain and operate such destitute
homes. If there be any deficiency of funds, it should be met
by the State Government.
There
are so many Charitable Institutions running destitute centers
all around the state who can also involve such projects.
Philanthropist
should be encouraged to make liberal donation and steps should
be taken to seek exemption to such donations under Section
80-G of the Income Tax Act.
A
scheme has to be drawn up to request the Government to take
action in this matter. As such, it is desirable that a meeting
is convened to discuss the ways and means of preparation and
implementation of the scheme.
Therefore,
the above petition filed by you would be taken up for further
consideration on 24-8-2005 at Palakkad sitting of the Commission.
You may offer your suggestion and bring in other like-minded
person to participate at the meeting.
